Abstract
Jeepneys have long been a staple of Philippine transportation and culture. However, traditional jeepneys face outdated designs, safety risks, and environmental concerns. The Public Utility Vehicle Modernization Program (PUVMP) seeks to address these issues, but its full impact on drivers and commuters still needs to be explored. This study looked into the perceptions of drivers and commuters on the PUVMP using indicators like income, working conditions, operating costs, comfort, safety, and service adequacy. A descriptive, quantitative approach was used, with data collected from 54 drivers and 160 commuters affiliated with three local transport cooperatives. Results indicate that drivers view the program positively, citing enhanced income security, comfort, and cooperative benefits. Commuters appreciated improvements in safety and comfort but pointed out issues with service adequacy and inconsistent driver behavior. These findings highlight the program's importance in improving public transport while suggesting adjustments to better address the needs of its stakeholders and enhance operations in Lingayen's transport system.
