Abstract
ABSTRACT This article introduces the Requisitioned State Theory, a jurisprudential framework designed to resolve "Systemic Impedance" in modern constitutional republics. At its core is the Constitutional Reclamation & Resequencing Protocol (CRRP)—formalized as Article [X]. This theory posits that the "Matter" of the state belongs to the Sovereign People, while the "Form" is preserved by the Judiciary. When the "Grip" of partisan minority factions creates a high-impedance state, the Sovereign requires a Non-Adhesive Valve to re-orient state capacity. This Article provides the historical, mathematical, and legal justification for a Fast and Cruel protocol that ensures the Republic remains Seismic-Proof
